Budget and Dollar share one car rental building. All other rental agencies had little or no traffic, Budget had a massive number meaning it took until the third shuttle until I was able to squeeze onto a the bus to the car rental counter, with 10 minutes between shuttles. Once there, there was another 45 minute wait in line to get a car. By the time I got there they told me they no longer had any full size cars remaining and tried to give me a minivan instead, which I did not want. Was eventually able to get a free upgrade to an SUV but it took the agent a lot of calling around to line that up. Felt like the hassles with Budget were not worth the few dollars I saved and wish I'd gone elsewhere.

The pick up agent was amazing, but the drop off agent charged us for 13 gallons of gas when we only had it for less than 48 hours AND returned the tank full.
